The £5 statutory fee is the raw cost of the witnessing act alone, at a solicitor you have to find yourself, who will not help complete your form and can turn you away if it is filled in wrong. Why a PE3 has to be witnessed in person

A PE3 is a statutory declaration. By law it must be sworn in person before an independent authorised person: a solicitor or Commissioner for Oaths, a Justice of the Peace, or an officer of the County Court. The PE2 out-of-time application is sworn at the same time. If the forms are not properly witnessed, the Traffic Enforcement Centre will not process them, and enforcement continues.

That is the whole point of getting it right. A correctly witnessed PE2 and PE3 can revoke the order for recovery and reset your penalty to an earlier stage. A rejected one costs you time you may not have if a bailiff is already involved.

You bring your printed forms and photo ID, sign the PE3 in front of the witness, and leave with everything ready to send to the Traffic Enforcement Centre. It usually takes about ten minutes.

Who can witness a PE3 or PE2 statutory declaration?

A PE3 or PE2 is a statutory declaration and must be sworn in person before an independent authorised person: a solicitor or Commissioner for Oaths, a magistrate (Justice of the Peace), or an officer of the County Court. Our witnesses are qualified solicitors and Commissioners for Oaths.

Does it have to be witnessed in person?

Yes. A statutory declaration must be witnessed in person with the original printed form. It cannot be witnessed over video or by post. You attend a short appointment, sign in front of the witness, and they complete the witnessing section.

What do I need to bring to the appointment?

Bring your printed PE3 or PE2 form (the original hard copy, not a copy or a screen), and photo ID such as a passport or driving licence. Do not sign the declaration beforehand — you must sign it in front of the witness.

How long does it take?

The appointment itself usually takes around ten minutes. You sign the declaration in front of the witness, they complete their part, and you leave with a properly witnessed form ready to send to the Traffic Enforcement Centre.

What is the difference between a PE3, a PE2 and a TE9?

PE2 and PE3 are used for bus lane and moving-traffic contraventions and are statutory declarations that must be witnessed in person. A TE9 is a witness statement used for parking contraventions and is signed with a statement of truth — it does not require a third-party witness. If you have a parking penalty and only need a TE9, you do not need this service.
