A PE3 or PE2 is a statutory declaration and must be sworn in person before an independent authorised person: a solicitor or Commissioner for Oaths, a magistrate (Justice of the Peace), or an officer of the County Court. Our witnesses are qualified solicitors and Commissioners for Oaths.
Yes. A statutory declaration must be witnessed in person with the original printed form. It cannot be witnessed over video or by post. You attend a short appointment, sign in front of the witness, and they complete the witnessing section.
Bring your printed PE3 or PE2 form (the original hard copy, not a copy or a screen), and photo ID such as a passport or driving licence. Do not sign the declaration beforehand — you must sign it in front of the witness.
The appointment itself usually takes around ten minutes. You sign the declaration in front of the witness, they complete their part, and you leave with a properly witnessed form ready to send to the Traffic Enforcement Centre.

PE2 and PE3 are used for bus lane and moving-traffic contraventions and are statutory declarations that must be witnessed in person. A TE9 is a witness statement used for parking contraventions and is signed with a statement of truth — it does not require a third-party witness. If you have a parking penalty and only need a TE9, you do not need this service.
If the declaration is not properly sworn before an authorised witness, the Traffic Enforcement Centre can reject it, and enforcement continues. A correctly witnessed PE3 or PE2 can revoke the order for recovery and reset the penalty, which is why getting it right and on time matters.
You can have a statutory declaration witnessed for free by an officer at a County Court, but that means finding one, travelling there, and fitting into their hours — often not quick when a deadline or bailiff is looming.
